Sending text abroad

Have   read  on  reviews  of  apple  iphones  4s   a person  could  not  send  his  text  abroad is  this  a  glitch   or  anyone  else  having  same  problem

There has been no widespread reports on here and I had no problems using an iphone 4 with the uptodate software at the time. I was then reborn, saw the light and got the S3!
