I had tried to add o2 billing to my Google play account and its not accepting the request, also none of my cards will verify since I started using this phone. Its an upgrade.

I wanted to ask here before having to ring up and ask.

It's also possible that you have a spend cap which will need removing Guide: Spend caps on O2 

To do so, you need to contact O2.
All numbers are in this guide Guide: Coronavirus Community Help and Support 
When you call, you will be asked for the reason you are calling.
Stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
You can also try saying "Upgrade" or "Fraud" to be connected to an advisor.
8.00am is the best time to call if you can.

Thanks for the reply MI5, yes I followed those instructions. I've managed to figure it out I think. I used a different email to the one linked to my account and that seems to solve it, I also cleared the cache.
