@Anonymous....Out of interest why do you need to 'cancel your current sim'? Is it simply a change of number you require? if so O2 will allow you one free change if you contact customer services https://www.o2.co.uk/contactus (there is a landline number included in that link)

Sounds to me like a lost/stolen issue if there is no phone either.
