Sounds like you have a payg sim rather than a contract one.
The settings are different and will reset each time you start the phone.
Ask o2 to send you a contract sim but in the meantime, try changing your apn to a pay monthly one https://community.o2.co.uk/t5/Android-Devices-Samsung-HTC-Sony/Connecting-Android-Phone-to-Data-Serv...
