I switched to O2 from another operator. They said they would send a sim card. They sent the invoice before the sim card arrived and want me to pay. They make you pay the bill before you can even use it. Everyone be careful

This is standard practice @Adem as you pay up front for the line rental/airtime.
If the sim card takes a while to get to you the option is there to call customer services and ask for a credit to cover the difference between the bill and when the sim arrived.
Bear in mind that with a £30 per month tariff this works out to £1 per day (give or take)...

The problem is not just the payment, the problem is I wanted to port my number. They probably ported my number to 02, but I cannot use my number because I did not receive a SIM card. people can't call me. I can't call people either. My number is blocked.
Maybe it will open when the sim card arrives, but who knows when it will arrive?
