Been trying to use the SIM Swap for months now and to no avail. Always says it is down for technical reasons and engineers are on it. This means I've been paying for a Pay Monthly and a PAYG service.
Is there another way for me to start using my new monthly SIM and take my number from my PAYG?

You can't use the sim swap facility to do that anyway.
You need to migrate your number which can only be done by CS.
Guide: Migration & porting into O2
