On your phone, as standard, is the ability to scan the frequencies supported and connect to the strongest one.
Your phone will do this once every 5 minutes or when the signal is lost.
These apps change the timing of the mast frequency search to once every 10 seconds or so.
They WILL connect you to the strongest signal nearly all the time, but so will your phone eventually.
And they will also make sure your battery life is terrible as the phone will never enter sleep or deep sleep modes.
In my opinion, they are not worth the space they take up.

Reminds me of the battery boosting apps that again don't work.

Apps like that are useful as say a Anti-cracking screen App, Bluetooth FridgeMagnet or 4-fingered fish.
