If I'm a pay monthly customer who has a bolt on of "standard europe rates" visible in myo2, does that mean I have roaming enabled on my account, or do I need to still verify with customer services?

Usually if you purchase through O2 you get it automatically added but other places, CPW, P4U, seem not to.
Of course, it's not always the cheaper option - It depends on your usage pattern and data requirements.

Roaming is enabled but you should see if O2 Travel bolt on would work out cheaper for you (not applicable outside of EU though).
