My roaming is not working in france

Manually search for another network. If this doesn't work then you need to call O2 to see if you have a roaming Bar or Spend cap applied.

Only O2 can remove them.

Just on the off chance that you are using an iPhone, try changing the data apn to "mobile.o2.co.uk"
