Roaming in Qatar: "You may be out of data from Ooredoo"

Does anyone get the "You may be out of data from [international network provider]" message when roaming?
I've added on the "International Roaming Zone 2" bolt-on before travelling to Qatar, and on arrival have found I cannot get any data. This notifications appears. It also says "Tap for Options". If you do that, you get taken to a half-rendered O2 sign-in page that does nothing.

It's a bit frustrating as you find you cannot use Maps, book an Uber, generally do the modern-day stuff. Even free WiFi asks for your telephone number - which guess what - requires you to be roaming! 😞

I have a Samsung Galaxy S22 and have signed up to the "International Roaming Zone 2" which covers Qatar.
I only have one O2 physical SIM and no eSIMs installed. My data roaming is turned on. My network provider setting is set to automatic. Ooredoo is the preferred partner. The other two (Vodafone and 24xx explicitly don't work). I've restarted the phone several times.

Any ideas?

Is your data apn set to mobile.o2.co.uk?

Have you tried a network settings reset?
