I was recently in Turkey and mt iPhone XS ios 12 with me. As soon as I landed I turned off data roaming with just wifi on.
I was charged £24.70 over 2 days for services abroad while data roaming was off. Why?

Please call 202 to ask O2.
I can only guess that with data still on as opposed to data roaming that the WiFi dropped out occasionally and the phone connected via mobile data, but customer service will confirm if data was actually used.

Did you make any calls? send any text messages?
Your best bet is to contact customer services and they should be able to tell you what the charges relate to.
