Right to Cancel - got sent a termination fee for airtime

I recently got the email about the change in policy for the Switch Up and additional charges each April. I have three numbers attached to my O2 account, and I only wanted to remove one.

 

After an hour on the phone, I finally got taken through to the complaints team, who cancelled the number I wanted but kept the device plan. However, I’ve since received my PAC code and a notice that my final bill is £700.

 

I was told on the phone call that the last bill will be wiped when I change networks, but I wanted to confirm this is accurate. I don’t want a surprise direct debit taking away all my wages in 30 days time.
