Last week I decided to return to o2 on a sim only package. The sim arrived Friday, and I requested a port of my old number using PAC code which I presume will happen Monday. The billing month has started from Thursday last week, before I even had the sim, and before the number is moved over...what have I done wrong?

I get that, but surely a month in advance from when o2 actually provide the service, not before they even ship the sim?

That's the way it is with O2, you won't pay until 14 days after your bill date, as explained in the link shared above:
