I seem to have a restriction on my account but my bill has been paid

Try rebooting your phone but it can take up to 24 hours for restrictions to be released after payment.

If no luck, contact customer service Guide: How to find help & contact O2

@Esmaemorris Was your payment late? If you're paying manually every month you should think about setting up a Direct Debit to avoid problems like this.

I DO NOT WORK FOR O2
