Restoring iPhone

I originally had a 2nd contract for my daughter. I then upgraded that number to an iPad contract and her dad took out a new contract. On that phone she continued to use her Apple ID for the iPad number on the new contract her dad set up. She lost her phone and I bought a replacement but she is unable to restore the phone because her Apple ID is linked to the number now connected to the iPad. When it says it’s sending a code to the “trusted” number which is now the iPad nothing comes through. Please help a very frustrated mum of teen without a phone
