I am currently paying £24.75 a month for my call plan of unlimited text and calls plus 3GB data. Is there anything stopping me from changing to a SIM only contract with O2 which would be significantly less money for more data, or even getting a SIM only contract with another provider?

You can only change to a sim only once you have reached the minimum term of your contract or you pay off your device plan Guide: How does O2 Refresh work? 

If you have done either of those, you can upgrade to a cheaper simo at anytime.
