If I were to take out a new 24 month contract, how long do I have to port a number over to the contract? Also, is it possible to port an "active" number? Ie, one being used on my current contract and if so, what would happen to the current contract?

You can port a number in anytime but it must be active.
You will still have to pay the remaining contract months to whoever you are with now.
You can never just walk away from a contract, as they will come after you for the money, and it will impact your credit rating and make it hard to get credit in future.
