I'm paying my sisters bill how do I stop her buying data or add bolt on

If you are paying her bill you should refuse to pay if she goes over the agreed price.

Other than that she could increase her tariff if you agree to pay for it....

Finally, and without being aware of her circumstances, is there any reason at all why she can't pay her own bill? She does appear to be abusing your trust if honest....

Insist she pays you for over and above the agreed tariff. Off the account is relatively new (October Refresh) I believe you can cap spends.
