So basically my phone wont allow me to text or phone out or anyone phone or text in and wont let me switch my mobile data on !! But let's me use my wifi I dont owe any money for bill so dont understand why this is happening

Check for local issues here O2 Service Status 

Your sim may also be faulty. Try it in another phone to check.

If you need a new sim, you'll need to call customer service Guide: Coronavirus Community Help and Support 

The best number to call on appears to be 0800 587 4005
