i have recieved a bill for £29.50, however i still have not recieved the sim card that was arranged on the 24th April 2017 so why should i pay for something i have not got

You need to contact customer service straight away. The sim may have been lost in the post. Don't worry they will adjust your Bill for you as they can see when you start using the sim.
