My phone was supposed to arrive today I was charged £6.99 for delivery hasn't arrived not impressed tried o2 chat that was no use either it's ridiculous

Call them, don't chat http://www.o2.co.uk/contactus 

You should get refunded delivery charges and they need to find out where your device is too. It's O2's  responsibility so chase them until they give you satisfaction.
