WHy is there never anyone on payg chat and the queues to speak to someone ridiculously long? 30 minutes + wait! Shocking customer service

It's not just PAYG.
Wait times are too long for any CS operatives at the moment.
Early morning seems to be the best time to call if you can do it then?

Probably a large number of people calling to chase their orders for the iPhone 6s / 6s+ Just bear with it and they will answer, or as @MI5 suggested call early morning. I've got through straight away around 9am many times
