How long does it take to upgrade from PAYG to pay monthly?

I'd have been off to a different provider long ago if I'd been left waiting that long, @Earlofdon. There's absolutely no excuse O2 could give you for that. Check the signal coverage from the other networks in the areas you frequent most. Pay & Go sims are the best way rather than relying on website network coverage checkers, which are only ever guesstimates.
