I’ve just recently paid my bill and it has came of my bank even thought I got an email saying it’s been declined then I paid it again and it worked but I’ve the failed payment has came off my bank

Ask your bank but you will find the funds will have never left your bank  A delivery direct debit will show the money going out but then going back in.

@David11 doubtful that it actually left your account but you bank can reverse it if it did.
