PDF download error after clearing cookies etc in Chrome

PDF.js v2.3.164 (build: 12ff2527)
Message: Invalid PDF structure

I located the previous complaint that bills wont open in Chrome 

Version 110.0.5481.41 (Official Build) beta (64-bit)

I disabled Ad-blocker, cleared cookies, logged in enabling all cookies. Still fails to download PDF bills with the message above.

Anything else to try?

I just tried Incognito mode signed in and lo and behold I can download pdf bills!
