Why does O2 make it difficult to get a PAC number

Basically you contact CS http://www.o2.co.uk/contactus but only contract customers can use live chat.
PAYG customers must call.
It's so they can try and talk you into staying.

It's not difficult. Contract can call 202 or use live chat. P&G must call 4445. The difficult part is getting through....
