I am currently on EE with about 4 months left on contract. I have seen a really good deal on O2 and was wondering if I could sign up now and then in 4 months get EE pac code and transfer the number to my 4 month old O2 contract?

Yes, you can port in a number at anytime you like.
Just remember your EE PAC is only valid for 30 days.

Yes you'll probably get much better coverage with o2.
