I am trying to get PAC code since morning.. SMS channel does not work, it returned with a SMS response saying "we can't understand your request. Sorry".
My O2 link to switch gives blank screen, call to customer services, after 35 minutes and 3 transfer got disconnected.
webchat after 3 transfer still not able to resolve. what do i do ? can we raise ofcom complain?

Advice from an O2 Guru to get through:
If you call 202, when it comes to the reason you are calling stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Calling at 8.00am is the best time to avoid a wait.
