I have a sim only plan where I pay £16 a and today I have been charged £31.99 I have not used any extra data or made extra calls. This is the second time you have over charged me

Sending SMS to multiple recipients over the holiday period can inadvertently cause you to be billed for MMS messages, 55p or 65p per MMS, if you have not disabled that 'feature', @Ivory82: Guide: Accidental MMS Sending and How to Avoid it

Take @Bambino's advice and check with O2 directly, in case it is something more nefarious, as in a Charge-to-Mobile service that you may have inadvertently activated.
