Over charged when abroad. Got in contact with O2, they apologised and said they would amend but they have not done so

When I was in China I opted into o2 travel and paid the extra money. When I got home I noticed I had been double charged. I contacted O2 and during a very long call looked into the account and agreed it was their mistake and would revise the bill.
They have not done so and I’m now being charged late payment fees. I’m not convinced another call will sort the problem as they seem to say one thing and do another. Any advice would be good. Thanks
