Out of date sim card

I recently bought a Pay & Go, Go, Go sim card for my husband in a local shop. When I opened it there was a sticker on the back saying "must be activated by Feb/2014". Does this mean it is now useless?

I was going to add that sims bought from the cheap shops are often out of date (if my family experiences are anything to go by) My son bought 4 to give to friends at work...None of them worked. His goodwill gesture backfired on him
