Hi I ordered a phone yesterday and they are reviewing my application for the phone, it said it would take 24 hours for them to make a decision but haven’t heard back but they took the £30 what does this mean?

Your bank has reserved the upfront cost in ase your application is successful after the credit check

Once successful you will receive email confirmation and then O2 will request the upfront cost from your bank

At this stage O2 haven't physically taken the payment

How long does it take for a referral to be done? I’ve been waiting for 3 weeks now for an answer about an Apple Watch.

You need to call O2 for clarification
