I got an email that I can upgrade to O2 refresh plans.

I see they have 30 day plans.

My contract expires in April 2019.

If I get the 30 day contract from O2 refresh today, does it mean that I can leave O2 after 30 days or it will be in April 2019 + 30 days?

30 day plans only require that you give 30 days notice at anytime.

....and it won't be a Refreh contract, just a month on month rolling contract. If that suits your needs then it's the best option so you can, if necessary, change network with 30 days notice.
