O2 refresh

If I get an iphone on o2 refresh and decide 1 month into my 2 year contract to pay off my phone can i then move to a sum only contract or am I still tied in for 2 years.

Is it not available on PAYG?
It would save credit checks and contracts and you could still use a cheaper sim only tariff in the phone?
