I note that I have never actually used the O2 number above and would therefore be stopping any further payments and would consider a refund should be made.

This looks like something you’d need to call O2’s customer service team about – give them a call on 202 or 0344 809 0202
Use the specific Payment management number 0800 902 0217
The opening times are:
Monday to Friday – 8am to 8pm
Saturday – 8am to 6pm
Sunday – 9am to 6pm

Just because you have not used a number does not mean you can have it for free. You get an allowance each month but not using it is down to you. Use it or loose it
As for not paying. O2 will have you over to debt collection and that will mess your credit record.
