I am not receiving most text, and the ones I do arrive late, sometimes more than a day late. This is a problem as I cant log in to my banking account. I am in Romania, I have been in here before with the same phone/sim and I had no issues. I tried to turn phone off/on, manually change networks and wipe the sim and check if the number is blocked. Nothing worked, what can I do?

It sounds as if it may be a network issue in Romania in which case there would be very little you can do about it (as you appear to have taken action on all the things we would suggest)
If you are there with family or friends, you could try the sim in another phone and see if it works?
Other than that, contact O2 and see if there are any type of bars on your account
