Not able to recieve/make calls

One of the mobile phones on my account is unable to recieve calls or make any calls, When you call that number it just takes forever to start the call and then fails out, Would a new SIM card fix this? I would love to get in contact with either someone that can help or O2 but they are not taking calls unless its a lost phone or an upgrade

Whats my best course of action in this situation?

The first step is to get the sim changed

Call into the nearest O2 store and they will change it for you
