I am not able to access mobile data from France despite having all the right settings switched on and after asking O2 to switch that service on three days ago and upgrading to unlimited data. I rebooted the phone a few times but it only works when connected to a wifi. What needs to be done please?

Some things to try.
1 - Manually search for a different network.
2 - Reboot your phone
3 - Call customer service to check for any roaming bars.
4 - If using an iPhone, change data apn to "mobile.o2.co.uk"

Currently using:
OnePlus 6 (O2 & Sfr), Z3 Tablet (Three UK), iPhone 8+ (EE)
