I have 2 contract sims going paid both bills but the Internet is only working on 1 device

Have you checked the settings on the other device to see if they are the same.

Also try a network settings reset on the phone as well.

If not then it may be worth contacting customer services to check that there are no bars on your account - Customer Services can be contacted on 202 from and o2 phone or 0344 809 0202 from a land line / non o2 phone
