No internet at home.

Hi everybody, I am asking on behalf of my Niece. She has just taken charge of her first pay as you go iphone. Her parents do not have the Internet at home but my Niece so wants to access it. Her School friends have told her there is such a tariff she can get to access the net. Can anybody please tell me what it is? Many thanks for any help.
