I see that this is a sim only when i spoke to the operator to include a mobile device i was told yes i would be able to go to upgrade but i see i can not do that so i want to cancel

You need to wait between 3 and 6 months when on a sim only plan till you can upgrade, dependent on payment history. 

 

If you want to cancel and are outside your 14days then you will need to pay any termination fees.
