On 24 June I signed up for pay monthly with O2. It seems strange that contact days are already being counted even though the SIM has not been received and obviously not activated. Or is someone else using that SIM?

Unfortunately new sims are taking some time to arrive.
You should contact the sales team as they can help you with that – Call them on 0800 081 0255 OR message them on Social Media -on Facebook (https://o2uk.co/O2CFB) , Twitter ( https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG)
