Yes, it's an allowance within O2 travel, so anyone on contract with O2 travel can get it.

Yes, that's the only change.
If you have an iPhone7 on one of the qualifying tariffs the travel use is free (upto the 120 mins /text limit).
The free data for streaming music is a good deal too.
