I want to pass on my phone to my partner who will also take over the monthly payments. I have all her details here, how do I update the owner and bank details

You need to change the payment terms in your MY O2 http://www.o2.co.uk/myo2 or contact CS http://www.o2.co.uk/contactus however, the account will have to stay in your name until the end of the contract.
Once the contract has reached full term you can cancel and your partner may then take out their own contract.

They can also take control of the mobile number when and if your partner opens their own contract ,and you are on the phone with your partner at the same time to customer services.
