The text is correct....Third party connections aren't eligible for the Open discount which seems weird you are getting that message as you say you are on O2 Refresh?
If your phone isn't one of the excluded models shown in perksies link then you need to ring CS tomorrow and ask them to sort this out http://www.o2.co.uk/contactus
Incidentally the code has to be applied within 30 days of taking out the new contract

Was this taken out from a cold call via a trusted partner (trusted translated loosely)? Hope to God it wasn't Aerial.
The contract has to be taken directly with O2 to qualify for Open discount.
