My tariff is available at a reduced rate to new subscribers

Hello!  My pay monthly plan is now available at a lower rate to new customers.  I would like to have the reduced price as well!

But, you can't get a reduction on a tariff already taken unless you are within 14 days in which you can cancel and then take the tariff again at the reduced rate.

Sorry there is not a chance O2 will allow you to change tariff until you upgrade

Not a chance I’m afraid unless you are in the cooling off period. Deals change all the time
