My number hasn't transferred to new 02 sim card

I've got a new 02 sim and want to keep my old number. A few weeks ago I filled in the online keep my number form using the PAC code I got from my old provider. Nothing happened so I text SWAP to 20220 but all it says is that the sim is already activated. My number still hasn't transferred when I tried calling the automated response was to text like I already have and I can't get through unless it's for an urgent matter such as fraud. I am now paying for 2 contracts in order to use the number I want to keep so how can I transfer this number to the new 02 sim, please?

Choose fraud if necessary @Elle_00 

Everything is taking longer due to the lockdown. Call centres and social distancing means limited staff to handle all the queries. Patience needed I'm afraid.
