Try rebooting the phone a few times and also manually search for a network.

You may be able to borrow a phone to call or use Skype over wifi.
When it comes to the reason you are calling stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say "Upgrade", "Lost/Stolen" or "Fraud" if you have to, to get put through to someone.
8.00am is the best time to call if you can.

You can try a couple of things. Take the sim out, clean it gently and resinsert
Manually choose another network.
If none of this works then you need to contact O2 (Borrow a phone or use Skype) and ask them to see if there is a roaming bar on your account. All numbers are in this guide Guide: Coronavirus Community Help and Support
