I've just recently got a contract with O2 and wondered if it was possible to get another handset and pay monthly contract for my partner

You can even set it up to have your partners bank account details so the payments come from them.

If they were paying from their own account it makes sense to have the account in their own name, unless there are reasons that this isn't possible.
Otherwise, just take another contract in your name and hand over the phone to your partner, but, be aware, it is you that is liable for any charges and payments each month.
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Relationships can go wrong so be very aware that the contract and the reponsibility for payment lies with you the account holder. This may not be an issue to you though....
