It could be a few things.
1 - A local network issue. Try manuall search for a different network.
2 - A roaming bar. Contact O2 to check Guide: Coronavirus Community Help and Support
3 - Wrong apn. If using iPhone, change data apn to "mobile.o2.co.uk"
